Introduction

Aircraft Accident and Incident Investigation Department (AAI) of the State of Kuwait, under the direct supervision of the President of the Directorate General of Civil Aviation (DGCA), is an integral part of the civil aviation system. Its primary mission is to enhance aviation safety by conducting investigations, identifying the root causes of accidents or incidents, and preventing their recurrence in the future. This is achieved by ensuring compliance with the recommendations and standards set by the International Civil Aviation Organization (ICAO), including Annex 13, which addresses aircraft accident and incident investigation, as well as the Kuwait Civil Aviation Safety Regulations (KCASR) and the Universal Safety Oversight Audit Program (USOAP). The objective of these investigations is not to assign blame or liability to any specific party.

The establishment of the AAI is based on Amiri Decree No. 37 of 1960, which outlines the regulations governing aircraft accidents in the State of Kuwait, and ICAO Annex 13 on aircraft accident and incident investigation. The AAI operates under the direct supervision of the President of the Directorate General of Civil Aviation (DGCA) to ensure the independence of its staff and prevent conflicts of interest, as recommended by ICAO. AAI functions 24/7 to fulfill its assigned duties.

Information for Families and Friends

To the families and friends of those affected by aviation accidents, the Aircraft Accident and Incident Investigation Department (AAI) of the State of Kuwait extends its deepest condolences and sympathies for your loss. May God grant peace to your loved ones.

We fully understand that aviation accidents can be a deeply distressing experience for families and friends. Therefore, we are committed to provide accurate and transparent information while maintaining the highest standards of respect and sensitivity. We acknowledge that you may have numerous questions regarding the accident, the subsequent investigations, and the investigation process itself.

This information is intended to explain the investigation process and offer support to families and friends. The AAI is ready to provide any information or clarification you may require.

·       The AAI will initiate an investigation to determine the causes of the accident and contributing factors.

·       The Investigator-In-Charge (IIC) will promptly issue an initial notification containing confirmed preliminary information, such as the accident location, the number of occupants, and the aircraft’s state of registration.

·       Families will receive a preliminary report within 30 days of the accident.

·       If the investigation cannot be completed within 12 months due to the complexity of the accident, an interim statement will be issued to inform families of the investigation’s progress.

·       The final report will be issued upon completion of the investigation and after review by relevant authorities.

·       Coordination will be arranged with relevant entities to facilitate family visits to the accident site if access is safe and possible.

·       Families will be kept informed of investigation developments through the designated family liaison officer.

·       Families will be advised on the procedures for claiming the personal belongings of the victims whenever possible.

·       Relevant health authorities will be responsible for the recovery and identification of victims and the issuance of death certificates. Families may be requested to provide information to assist in identification, such as contact details for the victim's doctor or dentist, or provide a DNA sample if necessary.
