Aviation Security Department


FUNCTIONS AND RESPONSIBILITIES OF CIVIL AVIATION SECURITY DEPARTMENT:


1. Formulate and propose amendments to Kuwait Civil Aviation Safety Regulations (KCASR) to be in line with Standards and Recommended Practices (SARPs) issued by the International Civil Aviation Organization (ICAO).

2. Formulate and amend Guidance Material and Standard Operating Procedures relating to the Civil Aviation Security Department.

3. Coordinate and Liaison with ICAO and other International and Regional Organizations in regard to all Civil Aviation Security issues affecting the State of Kuwait.

4. Ensure that the necessary level of AVSEC standardization is attained for the safe, efficient, and regular operation of aviation activities to and from the State of Kuwait.

5. Participate in Assessment of initial applications and issuance, limitation, and revocation of Air Operator Certificates in accordance with KCASR requirements.

6. Assessment of initial applications and issuance, renewal, limitation, suspension, and revocation of AVSEC certifications/approvals in accordance with KCASR requirements, NCASP, NCASTP and AVSEC certification guidance material.

7. Continued Surveillance, inspections and audits on all approved Air Operator Certificate holders, Security providers, approved Airport Operators, Air Operators, Service Providers, stake holders, personnel, companies Organizations and Security Training Centers to ensure that they continue to meet the KCASR, NCASP & NCASTP requirements and function at the required level of competency and Security to undertake the aviation related activities for which they have been approved to perform inside and/or outside the State of Kuwait.

8. Continued Surveillance, inspections, and audits on Aerodrome Security Systems to ensure that they continue to meet the KCASR requirements and function at the required level of competency and Security.

9. Continued Surveillance and inspections on Foreign Air Operators at KIA to ensure Security compliance with ICAO standards, Kuwait Civil Aviation Safety Regulations and NCASP.

10. Provisioning of the appropriate training and continuation training to the National AVSEC Inspectors of the Civil Aviation Security Department.

11. Participate in aircraft accident/incident investigations occurring in the State of Kuwait and to aircraft registered in the State of Kuwait.

12. Participate in the making and approving of the Directorate General of Civil Aviation Emergency/Contingency Plan.

13. Recommends the enforcement of sanctions on AVSEC violations committed by Airport Operators, Air Operators, service Providers, stake holders, personnel, companies and/or organizations approved by the DGCA in accordance with KCASR in coordination with the Legal Department.

14. Participate in meetings, conferences and other related activities held locally or internationally within the scope of Aviation Security.


 


15. Coordinate with all international entities responsible for civil aviation security issues.

16. Approve, supervise, and evaluates personnel or organizations delegated to execute specific tasks on behalf of the DGCA.

17. Prepare reports, working papers, studies, research, and statistics regarding Civil Aviation Security Department activities.

18. Responsibility for the establishment, production, promulgation, and frequent review of the NCASP to ensure it continues to reflect the State’s obligations and is consistent with government policy.

19. Responsibility for the establishment, production, promulgation, and frequent review of the NCASTP to ensure it continues to reflect the State’s obligations and is consistent with government policy.

20. Responsibility for the establishment, production, promulgation, and frequent review of the NCASQCP to ensure it continues to reflect the State’s obligations and is consistent with government policy.

21. Definition and allocation of tasks that support the implementation of the NCASP by agencies, air operators, airports, and all other concerned entities.

22. Establishment of operational criteria minima and their promulgation to those responsible for implementing security measures.

23. Constant analysis of the level of threat to civil aviation and the ability of air operators, airports, etc., to counter the perceived level of threat.

24. Management of information on any threat or incident and on the type and amount of restricted articles discovered or confiscated.

25. Review and assurance of the adequacy of security programs implemented by airports, air operators, ATS providers, cargo handlers and other entities.

26. Enhancement of aviation security through the development and dissemination of progressive and proactive administrative and operational practices, and promotion of their use by security services, airport management and air operators.

27. Constantly analyze the level of threat to civil aviation and initiate such action by air operators, airport operators, providers of security services and other organizations contributing to the program, sufficient to effectively counter the perceived level of threat in cooperation with MOI as deemed necessary and appropriate.

28. Conduct surveys, inspections, audits, tests and investigations of security standards and operating procedures of airports, air operators and providers of security services, record analyze and report on any lapses and weaknesses in security measures and verify that corrective actions have been implemented and sustained in accordance with the NCASQCP.

29. Receive, collate, analyze and disseminate information on any threat or incident and information on the numbers and types of prohibited articles discovered or confiscated and provide a technical reference and information for the use of civil aviation authority, airport administrations, operators and security services.

30. Review and ensure the adequacy of security programs and associated documentation produced by airport operators and air operators, including cargo operations and security service providers, for the purpose of, monitoring their implementation to ensure continuing effectiveness and incorporation of amendments as required.


 


31. Enhance aviation security by the development and dissemination of progressive administrative and technical practices, promoting their use by security services, airport administrations and air operators.

32. Be available to airport operations and air operators as a security consultant in respect of the prevention of unlawful interference with civil aviation and its facilities and assist where required or requested.

33. Be available to airport operations, designers, and architects as a consultant in respect of the incorporation of security considerations when planning and designing new, or altering existing, airport facilities.

34. Process recommendations to government, specialist committees and working groups.

35. Ensure that the Kuwait National Civil Aviation Security Program is current, effective, and upgraded from time to time as required by changing circumstances.

36. Based on collected and correlated data, advise airport operations and operators on the most effective use which can be made of human resources, methods, procedures, security devices and systems.

37. Develop, promote, produce, and disseminate suitable training materials, including training in human performance that can be used in the training of any person with a role to play in the implementation of the National Civil Aviation Security Program.

38. Develop national standards and recommendations relating to the specifications and evaluation methodology of security equipment and systems and to airport design in order to adapt airports to security requirements; keep informed of current expertise, operational modes and deployment of human resources, security systems and devices required for the maintenance of an adequate National Civil Aviation Security Program.

39. Coordinate security measures and procedures with appropriate organizations and agencies.

40. Develop, coordinate, and establish national procedures for the protection of aviation security information.

41. Ensure the security of Kuwaiti registered aircraft with Kuwait Air Operator Certificate (AOC) holders oversees and inspect all foreign aerodromes to which Kuwait AOC holders intend to operate for initial approval of aviation security.

42. CASeD shall be responsible for ensuring that aviation security staff is undergo required aviation security training courses.

43. CASeD shall be responsible for the certification of AVSEC screeners, instructors, and inspectors.

44. DGCA/CASeD shall ensure the development and implementation of AVSEC Certification/Approval system in accordance with NCASP/NCASTP and certification guidance material.

45. DGCA/CASeD shall be the counter part for ICAO USAP-CMA program as the appropriate authority.


1.1 Duties and Responsibilities:

The Duties and Responsibilities of the Civil Aviation Security Director:

a) Under the general direction of the Director General and the Dy. Director General of Civil Aviation for Aviation Safety, Security and Air Transport, the Civil Aviation Security Director plans, organizes, directs and administers the activities of the department in accordance with the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs), Kuwait Civil Aviation Safety Regulations (KCASR),NCASP and other related documents and guidance material to ensure that the Civil Aviation Industry in the State of Kuwait operates in compliance with the DGCA requirements.

b) Administers Aviation Security under authority delegated by the Director General of Civil Aviation for:

1. Proposes for Issuing, amending, and updating Kuwait Civil Aviation Safety Regulations.

2. Issuance, renewal, revocation, and suspension of AVSEC certificates/Approvals.

3. Participate in Issuance, limitation, and suspension of Air Operator Certificates

4. Investigating failures of AVSEC certified personnel.

5. Establishing, planning, directing, and monitoring a diversified team of AVSEC Inspectors and Administrative staff.

6. Assuring the safe growth of Civil Aviation in the State of Kuwait by promoting Integrated Security Management Systems, Total Security Quality Management, Manpower Developing and Discipline as a norm for daily work in the Civil Aviation Security Department.

7. Ensuring the coordination of CASeD tasks with the other Civil Aviation Authorities and other government organizations as necessary to ensure proper accomplishment of, investigations and special projects.

8. Ensuring an on-going scheduled /non-scheduled AVSEC quality control activities are conducted in accordance with Kuwait NCASP & NCASQCP.

9. Ensuring that the resolution of security issues is conducted in accordance to the KCASR, NCASP and relating guidance material in a timely manner.

10. Ensuring that routine and special projects assigned to CASeD are accomplished in a timely manner.

11. Ensure that the CASeD personnel are addressing security issues with the higher levels of risk and threat on a priority basis.

12. Ensuring that the annual training plans are developed and implemented for each inspector and technical employee in order to remain current and qualified for their assignments.


13. Ensuring that the CASeD staff training, and qualification records are maintained in a current status.

14. Ensuring that each CASeD employee receives a performance evaluation and, if performance is substandard, is placed on a written formal performance improvement plan.

c) Ensure the conduct and competency of the assigned Superintendents and Head of Divisions meet the minimum standards of performance.


1.2 Qualification Requirements

a) The work requires a thorough knowledge of AVSEC Standards & Regulations, AVSEC Quality Control activities, AVSEC certification system and approval, Quality Control & Risk Assessment in Aviation Security.

b) Familiar with the convention on International Civil Aviation and annexes, security, legislations, directives, and Programs.

c) Sound knowledge on the elements of management and human relations as it applies to supervision of staff, and personnel administrative procedure.

d) Ability to conduct investigations, writing technical documents and reports and explaining and interpreting regulations.

e) Capable of coordinating the department budget in relation to payrolls, travel expenses and sundries.

f) Vast experience in Aviation Management with a minimum of:

1. 15 Years in Aviation.

2. Shall possess all qualification requirements for a National AVSEC Inspector/Auditor.

3. 3 years as an active National AVSEC Inspector within the CASeD.

4. Must be a Kuwaiti national.

g) Proficient in English language.

h) Preferably has a Managerial Experience.


 



OPERATING AND REGULATORY CONTROL SUPERINTENDENT


2.1 Duties and Responsibilities


The Duties and Responsibilities of the Operating and Regulatory Superintendent:

a) Under the general direction of the Director General and the Dy. Director General of Civil Aviation for Aviation Safety, Security and Air Transport, the Civil Aviation Security Director plans, organizes, directs and administers the activities of the department in accordance with the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs), Kuwait Civil Aviation Safety Regulations (KCASR),NCASP and other related documents and guidance material to ensure that the Civil Aviation Industry in the State of Kuwait operates in compliance with the DGCA requirements.

b) Administers AVSEC programs under authority delegated by the CASeD Director for:

1. Participate in issuing, amending, and updating Kuwait Civil Aviation Safety Regulations.

2. Recommends issuance and suspension of AVSEC certification system and approval.

3. Recommends issuance, limitation, and suspension of Air Operator Certificates.

4. Participate in investigating failures and misconducts of AVSEC certified personnel.

5. Ensuring an on-going scheduled/non-scheduled quality control activity and are conducted on a continuous basis in a manner that fulfils DGCA/ CASeD oversight obligations.

6. Ensuring that the resolution of security issues is conducted in accordance with KCASR, NCASP and relevant guidance material in a timely manner.

7. Ensure that the CASeD personnel are addressing AVSEC issues with the higher levels of risk, and threat on a priority basis.

8. Ensuring that the annual training plans are developed and implemented for each inspector and technical employee in order to remain current and qualified for their assignments.

9. Ensuring that the Inspectorate Sector staff training, and qualification records are maintained in a current status.





STANDARDS AND REGULATIONS

3.1 Duties and Responsibilities


The Duties and Responsibilities of the Standards and Regulations:

a) Under the general direction of the Director General and the Dy. Director General of Civil Aviation for Aviation Safety, Security and Air Transport, the Civil Aviation Security Director plans, organizes, directs and administers the activities of the department in accordance with the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs), Kuwait Civil Aviation Safety Regulations (KCASR),NCASP and other related documents and guidance material to ensure that the Civil Aviation Industry in the State of Kuwait operates in compliance with the DGCA requirements.

b) Assist to adopt appropriate enabling legislation and publish mandatory regulations, which authorize the State to assume responsibility for aviation security policy and planning. This will include provisions for the State to oversee screening of passengers and carry-on baggage, other ground and in-flight security safeguards and any special or additional security measures or procedures initiated by an operator of airport administration to confirm the proper discharge of the State’s responsibilities.

c) Follow up international and national regulations in line with ICAO Annexes, KCASR, and all security related national programs.

d) Develop AVSEC regulations, Standards, policies, and guidance materials.

e) Appointed as CASeD focal point for the ICAO USAP-CMA program and follow-up.

f) Assist to establish close co-operation between the many different organizations concerned with the successful implementation of the civil aviation security programme. Amongst the organization which must be included are: the Civil Aviation Authority, special security and protection unite, police, customs, immigration, postal services, airport administrations, air operators, and airport tenants.

g) Assist to clearly state responsibility for each segment of the programme at the national level and at each aviation facility so that it is readily understood by all concerned.

h) Evaluate intelligence information and threat assessments that are provided by intelligence agencies, exchange and disseminate information related to occurrences of unlawful interference and the technical aspects related thereto, with appropriate international organization and State, to ensure common standards of protection between States; through the proper office channel of CAA.

i) Assist to supervise programme implementation regulations; Security directives and security circulars.

j) Ensure that contingency plans are established by all parties involved in response to ACT of unlawful interference.

k) Assist to review and evaluate AVSEC programmes effectiveness.



l) Ensure preparation of reports on occurrences and related information for transmission to ICAO.

m) Assist to endeavor to take into account the model agreement on aviation security for bilateral or regional co-operation and to include in all bilateral agreements on air transport a clause related to aviation security; and

n) Assist to require that security features be incorporated in the design of new airports or the expansion of existing facilities.

o) Monitor the division staff which they are following by him.

p) Develop programs to enhance quality control activities.

q) Perform other duties as assigned by the Director of Civil Aviation Security Department.

r) Ensure that the NCASQCP and other National Security Programms are subject to constant review.
